Did Mitt Romney Raise Taxes in Massachusetts?

The conventional wisdom now goes that if you're going to call the individual mandate penalty in the Affordable Care Act a tax increase then with Romneycare, Mitt Romney enacted the biggest tax increase in Massachusetts' history.

As evidenced by this morning's political talk shows, both Democrats and Republicans are eagerly waiting to hear how Romney is going to answer this question.
